Dr. Michael C. Scott, the Moses and Mary Finley Research Fellow at Darwin College, Cambridge and an affiliated lecturer at the Faculty of Classics, Cambridge. New World Development, a leader in property, retail and hotel development, last year announced its plans for Victoria Dockside, a $2.6 billion, 3 million square foot art and design district, on the promenade of Hong Kong’s Tsim Sha Tsui waterfront.
